Fundación Patrimonio Natural de Castilla y León: a Key partner for the Salamanca Hub

Fundación Patrimonio Natural de Castilla y León (FPNCyL) is a public entity depending on the Ministry of Environment, Housing and Land Use Planning (i.e. Consejería de Medio Ambiente, Vivienda y Ordenación del Territorio) of the regional government of Castilla y León (Junta de Castilla y León).

Regional Strategy of Circular Economy

FPNCyL coordinates the Regional Strategy of Circular Economy of Castilla y León and the first Circular Economy Action Plan of the region, as well as it is in charge of the management and coordination of the Castilla y León region participation in the European Commission Programme and in CCRI (Castilla y León is one of the 12 pilot regions and cities selected by the EC participating at the CCRI as a Commitment of the EU Circular Economy Action Plan).

In this context, FPNCyL develops tools, training activities and identifies good / best practices, among others, in the framework of the circular economy, and has developed and is developing projects in collaboration with other administrations (especially local entities and provinces aiming at promoting the circular economy) as well as with other entities (SMEs, large companies, RTOs, etc.) not only at regional and national level but also in international collaboration through several EU-funded programmes as Horizon Europe, LIFE, Interreg, etc.

Salamanca Hub

FPNCyL is one of the partners of the Salamanca H4C.

The demonstrator of Salamanca Hub will boost the implementation of a circular economy at local and regional scale, supporting the Circular Economy Plan of Castilla y León as CCRI pilot region, and contributing to the development of the regional Circular Systemic Solution for the Food-Water-Nutrients value chain.

H4C Charter

Moreover, in the framework of the United Circles project, FPNCyL has led the development and set-up of a H4C Charter in the context of Hubs within Industrial-Urban Symbiosis. That Charter is composed by several sections including, by order, vision and mission of a H4C, objectives (overall, strategic and specific objectives), governance (approach, structure, CHO), members (boards, membership, stakeholders), procedures (operational procedures, decision-making processes), activities (technical y stakeholder activities, C&D and training activities), monitoring and assessment, update, guiding questions, definitions and main concepts.

In addition to it, FPNCyL has carried out several communication actions to disseminate the United Circles project and more specifically the Hub of Salamanca. Some examples of it are the ones performed in the III Foro de Bioeconomía de Castilla y León (at the plenary session 1) (on October 9, 2025) and in the 3rd meeting of the CoP “Municipal Waste Companies for Circular Cities” of the CCRI Communities of Practice (September 22, 2025).

Finally, it is very worthy to mention that during the event of the annual meeting of the Circular Economy Deal of Castilla y León region that took place on June 4, 2025 in Valladolid, the Ministry of Environment, Housing and Land Use Planning, during his speech devoted to the annual balance of the state of the Circular Economy of Castilla y León, among other projects, pointed out United Circles project as well as the Hub of Salamanca and stressed that is a model that could be replicated in the main cities of Castilla y León region.
