D2.3: Feasibility to Finance framework for Circular Infrastructure

The deliverable introduces a consolidated Feasibility to Finance Framework (F2F) to support funding circular infrastructure projects within Hubs for Circularity (H4Cs). Each phase of the framework is articulated in relation to the Symbiosis Readiness Levels (SRLs), ensuring consistency between technical, economic, environmental, and social performance and investment readiness. The document specifies the purpose, methodology, and expected deliverables of each step, integrating risk-based perspectives into a single evaluative structure. The framework provides the methodological basis for validation within United Circles demonstrators and for its evolution, under Task 7.5, into a CEN Workshop Agreement (CWA) pre-standard.
